This is a Grade/Salary Code progression position. Selectee will be placed in the position at the level commensurate to their qualifications. Candidate selected at lower levels may advance non-competitively to the next higher levels upon successful completion of qualification requirements.
Job Summary: Position is located at NEXCOM with responsibility for assisting the contract manager or higher grade specialist in performing a variety of contracting functions.
Duties and Responsibilities: Assists Contract Manager/specialists in performing a variety of technical support functions, similar, but not limited to reviewing purchase requisitions for retail, services and/or expense items for accuracy, adequacy and conformance with established standardized descriptions and specifications. Coordinates with appropriate personnel with regard to revisions, when necessary.
- Assists in the preparation of requests for proposals (RFPs) which include special provisions, covering such matters as multiple evaluation factors, multiple delivery requirements, special requirements, clauses and/or other needs deemed appropriate to the specific peculiarity of the procurement requirements which are not included in standard contract formats or Navy Exchange Service Command (NEXCOM) general provisions.
- Assists in analyzing and evaluating proposals received; determining responsiveness and responsibility of proposed contractor; performing price or cost analysis; reviewing producer/consumer price indicators and market trends; making determination of fair and reasonable pricing used by the contracting officer; making recommendations concerning award to the contractor presenting the most advantageous offer based on price, proposed delivery schedules, transportation factors, and conformance with specification requirements.
- Assists in preparing contractual documents such as firm-fixed price contracts, generally involving standard clauses.
- Attends meetings with higher grade specialists at contract review board presentations to observe and learn proper procedures and techniques.
- Prepares contract bulletins for review/approval of acquisition specialist containing price lists and changes, as well as contract modifications or other administrative changes designed to keep contracts current. Assures proper distribution to appropriate field activities.
- Assists in the maintenance of required records and the development and maintenance of qualified vendor listings.
- Assists in performing subsequent administration of the contract including functions such as ensuring contractor performance; assuring quality of equipment by coordinating inspections by appropriate technical or quality assurance personnel; investigating causes of discrepancies and/or deficiencies reported by the field.
- Assists in appraising market offerings in specialized areas and developing appropriate commercial sources of supply; maintains up-to-date knowledge of current developments, vendor performance, prices and conditions to ensure effectiveness of NAF equipment procurement program and assures the maintenance of qualified vendor listings.
- Assists higher grade specialists in major procurements for which they are responsible. Assists in establishing negotiating strategy by researching precedent information/data, preparing schedules and other similar documents, etc.
- Assignments are made with general instruction as to what is to be done, time frames and priorities, including discussions as to problems to be anticipated. When aspects of the work are new or unusual, the supervisor specifies sources of information or precedents. The associate selects work methods to use in individual transactions within established procedures but is expected to obtain advice from the senior specialist on unanticipated problems. The supervisor or a higher grade specialist monitors the work in progress and reviews the recommendations made by the employee to ensure that adequate analysis has been made and that recommendations are supported by sound judgment and adequate justification.

MINIMUM REQUIREMENTS:
A 4-year a bachelor's degree in any field.
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
