Building Controls Specialist

Position Summary:

SUMMARY
Facility and maintenance role with strong engineering skills in process optimization for facilities systems design, operations and maintenance, system productivity, quality and safety. Responsible for sustaining engineering support for facilities systems and will oversee multiple facility service related programs and projects to provide engineering guidance and expertise, drive continuous improvements, savings, best practices, specification standardization and increased portfolio performance.
 
Specialist will support the delivery of the account’s Engineering Services and will develop and support programs and projects to optimize asset and resource utilization, ensure the reliable performance of equipment and systems and  provide engineering guidance to the Small Capital  Project and Maintenance departments
 
ESSENTIAL FUNCTIONS
ELECTRICAL SYSTEMS SUPPORT

  • Plan, direct and coordinate administrative and technical work related to  inspection, maintenance and repair of electrical systems and components such as electrical substations, sectionalizing units, emergency generators, continuous power system, automatic transfer switches, distribution panels, feeders, motors, lighting systems and other systems that integrate distribution, generation, transmission and use of electric power.
  • Inspect the different components of the electrical systems with the purpose of verifying proper operation, detection and correction of faults that may affect the normal operation of such systems.
  • Manage the Supervisory Control and Data Acquisition system that is monitoring the electrical system within the building. Monitor the collection and continuous input of data necessary to create power quality reports.
 
FIRE PROTECTION SYSTEM SUPPORT
  • Plan, direct and coordinate administrative and technical work related to testing, inspecting, maintenance and repairs on the fire alarm, fire suppression and support systems.
  • Ensures fire alarm and fire suppression systems meet standards.
  • Coordinating tests to ensure proper operation of the fire alarm signaling systems and the fire protection system.
  • Supervising the preventive maintenance program for the fire alarm and fire suppression systems to reduce the possibility of false alarms and system malfunctions.
 
Engineering and Project Support
  • Support Client, JLL Maintenance and JLL Small  Capital Projects group by providing guidance and expertise    for building systems including: fire/life safety, mechanical (HVAC, plumbing, controls) electrical (UPS, PDU, generators, primary switch gear), lighting and temperature controls systems, critical environments, construction (painting, doors, locks) and water and energy conservation Coordinate with site staff to implement programs and projects.
  • Specific elements of Asset Reliability program include development of documentation around safe and complete maintenance procedures, mechanical system ownership, Sequence of Operations, advanced troubleshooting, system optimization, energy conservation, and FMEA/RFC development.  Additionally, develop and perform technical training programs for technicians.
  • Identify safety hazards within the building and incorporate the remediation of such hazards to ensure that the building’s staff and occupants work in a safe environment. Implement, administer, and manage safety training program.
  • Ensure compliance with all regulatory laws and guidelines, established Policies and Procedures, as well as contractual obligations
  • Assist in the development of maintenance plans which would include planning for infra-structure upgrades, equipment replacements and building modifications to ensure the building’s future capabilities are maintained.
  • Responsible for ensuring that major projects performed at the building are properly planned, executed and closed out in accordance with standard industry practices.
  • Maintain all infrastructure and compliance documentation for the buildings including up-to-date building drawings and single-lines as well as documentation mandated for the purpose of maintaining regulatory compliance with Federal, State or Local law.
  • Establish work priorities, assign deliverables and resolve issues with Operations and Project teams, temporary help and/or project-specific dedicated personnel to assure client satisfaction, customer satisfaction
  • Achieve Key Performance Indicators and achieve favorable scores on the client satisfaction surveys.
  • Manage and report on critical & key performance measurements (i.e., savings, projections, spending forecast).
  • Provides facility specific assistance to the project management team.
  • Seeks to continuously improve processes, systems and overall client satisfaction
  • Provides direction/information to vendors, facilities staff and service providers.
 
Engineering and Maintenance Programs
  • Provide direction for the design, development and implementation of facility service programs
  • Coordinate with Sourcing on program strategy and RFP development.
  • Operationalize 3rd party contract deliverables, develop/maintain program playbooks, and train site operations staff
  • Audit sites to ensure compliance.
  • Manage and report on critical & key performance measurements (i.e., savings, projections, spending forecast)
 
Asset Reliability PROGRAM (ARP)
  • Review/Analyze collected data and develop equipment specific action plans for assets identified as "bad actors."
  • Develop and track metrics relating to the ARP program.
  • Support EAMS (Enterprise Asset Management System) updates to equipment data, maintenance job plans, predictive/preventative techniques and diagnostic methods to improve reliability.
  • Manage the predictive maintenance program including but not limited to vibration analysis, equipment balancing, ultrasonic and thermography.
  • Conduct equipment criticality assessment, and Root Cause Failure Analysis (RCFA)

EDUCATION AND EXPERIENCE
  • BS in Engineering and/or 7-10 years of experience in Facilities Design, Construction, or Operations
 
KNOWLEDGE, SKILLS, AND ABILITIES

  • Strong analytical and financial skills; verbal and written communication skills
  • Enterprise Asset Management systems
  • Computer applications including Auto CAD, Excel, Word, reliability analysis tools
  • Work in teams; ability to deal with ambiguity and work within decentralized environment
 
CERTIFICTIONS AND LICENSES
  • CRMP or equivalent
  • Use/knowledge of Lean Six Sigma methodology; Green or Black belt, preferred
