IT Business Requirements Analyst Mid (Government)

  • Ingest and track Requests for Quote (RFQs) from customer.
  • Analyze RFQ requirements and gather data pertaining to requests; coordinate and develop levels of effort with technical subject matter experts (SMEs). Prepare proposals and deliverables, document pricing justification, and present to program leadership.
  • Maintain the program Service Portfolio.
  • Document and maintain processes and procedures; operate according to a continual service improvement model.
  • Effectively build and manage relationships across internal organizations to establish an efficient business rhythm to meet deliverable timelines.
  • Establish and cultivate working relationships with external customer interfaces to ensure effective communication.
  • Operate as a focal point and subject matter expert for developed proposals and subsequent awards.
  • Provide review and acceptance inputs for Purchase Order award.
  • Provide inputs to and maintain tracking of awarded project Purchase Orders. Present and/or participate as a key team member on proposal reviews. Determines and reviews all project economics to include costs, staffing requirements, resources and risk.
  • Works with management on project proposals, bids, contracts, estimates, and schedules.
  • Leads the project team in determining client requirements and translating requirements into levels of effort.
  • Identifies and assembles the appropriate blend of resources to meet project needs and requirements.
  • Controls project requirements and scope.
  • Utilizes appropriate automated systems for management of projects.
  • Develops, proposes, and negotiates project proposals, quotations, and add-ons to leadership and the client.
  • Analyzes project costs and facilitates the development of recommended alternatives.
  • Integrates and uses project management methodologies.
  • Creates communication plans, ensuring that appropriate information is exchanged among key stakeholders.
  • Advises senior management on capabilities and risks.
  • Maintains awareness on emerging technologies and project management techniques.

  • Three to six (3-6) years of related experience in Project Management lifecycle activities.
  • Requires knowledge of project management methodologies.
  • Experience working with multiple geographically-dispersed teams.
  • Experience using all standard Microsoft Office applications as well as Microsoft Project (or other common project management software tools). Knowledge of ITILv3 or similar ITSM frameworks.
  • Bachelor's Degree or equivalent work experience.
*An experiential equivalency of four (4) years for a Bachelor's degree and two (2) years for an Associate's degree in a comparable assignment (i.e., performing the same or similar function) may be substituted for a degree. An experiential equivalency is in addition to the years of experience.

Required: DoD Secret

Desired: Experience working in an enterprise-scale Department of Defense (DoD) Information Technology (IT) environment. Experience in the Navy Marine Corps Intranet (NMCI) or Next Generation Enterprise Network (NGEN) environment. Project Management Institute (PMI) Certified Associated in Project Management (CAPM) or Project Management Professional (PMP) certification.
