IT Business Requirements Analyst Mid (Government)

Perform Requirements Analyses and some Project Management related duties for AT&T’s Navy Marine Corps Intranet (NMCI) Next Generation Enterprise Network (NGEN) Transport Services program supporting 8K users and 22K network devices & equipment.


  • Ingest and track Requests for Quote (RFQs) from customer.
  • Analyze RFQ requirements and gather data pertaining to requests; coordinate and develop levels of effort with technical subject matter experts (SMEs). Prepare proposals and deliverables, document pricing justification, and present to program leadership.
  • Maintain the program Service Portfolio.
  • Document and maintain processes and procedures; operate according to a continual service improvement model.
  • Effectively build and manage relationships across internal organizations to establish an efficient business rhythm to meet deliverable timelines.
  • Establish and cultivate working relationships with external customer interfaces to ensure effective communication.
  • Operate as a focal point and subject matter expert for developed proposals and subsequent awards.
  • Provide review and acceptance inputs for Purchase Order award.
  • Provide inputs to and maintain tracking of awarded project Purchase Orders. Present and/or participate as a key team member on proposal reviews. Determines and reviews all project economics to include costs, staffing requirements, resources and risk.
  • Works with management on project proposals, bids, contracts, estimates, and schedules.
  • Leads the project team in determining client requirements and translating requirements into levels of effort.
  • Identifies and assembles the appropriate blend of resources to meet project needs and requirements.
  • Controls project requirements and scope.
  • Utilizes appropriate automated systems for management of projects.
  • Develops, proposes, and negotiates project proposals, quotations, and add-ons to leadership and the client.
  • Analyzes project costs and facilitates the development of recommended alternatives.
  • Integrates and uses project management methodologies.
  • Creates communication plans, ensuring that appropriate information is exchanged among key stakeholders.
  • Advises senior management on capabilities and risks.
  • Maintains awareness on emerging technologies and project management techniques.
  • Degree preferred, but additional related experience can substitute for a degree.*
  • At least 1-6 years of Technical Requirements Analyses experience required. (Jobs open at Jr, Mid and Senior levels.)
  • Must be able to Review requirements / technical needs of client for completeness, ask good questions, and think outside the box.

*An experiential equivalency of four (4) years for a Bachelor's degree and two (2) years for an Associate's degree in a comparable assignment (i.e., performing the same or similar function) may be substituted for a degree. An experiential equivalency is in addition to the years of experience.

Required: Ability to acquire DoD Secret

Desired:

  • IT, laptop, cell or telecom industry knowledge preferred.
  • Software industry background OK, if can understand Transport Services, can learn.
  • IT Services Management frameworks (e.g. ITIL v 3, COBIT or Agile, etc.) preferred.
  • Experience responding to RFQs (Request for Quotes), calculating costs, pricing and BoEs (Basis of Estimates), LoE (Level of Effort), milestone & value tracking in Excel, pivot tables and formulas experience preferred.
  • Project Management experience nice to have, but not required.
  • MS Project or Primavera experience nice to have, but not required.
  • Experience working in an enterprise-scale Department of Defense (DoD) Information Technology (IT) environment nice to have, but not required. Experience in the Navy Marine Corps Intranet (NMCI) or Next Generation Enterprise Network (NGEN) environment nice to have, but not required.
  • Project Management Institute (PMI) Certified Associated in Project Management (CAPM) or Project Management Professional (PMP) certification nice to have, but not required.
