Subcontracts Manager (Government)

AT&T - COLUMBIA, Maryland

Requires a thorough understanding of Federal Acquisition Regulation (FAR) and its agency supplements.
  • Includes reviewing proposals, evaluating compliance with requirements and regulations, maintaining communication to ensure timely execution, and analyzing contract documents.
  • Provide guidance to and supervise team members on Subcontracts administration, concepts and regulations.
  • Ensure compliance with applicable federal regulations, as well as contract terms and conditions and advise senior management on government subcontracts requirements and procedures, and matters pertaining to policies, plans and objectives.
Other duties include:
  • supervise proposal preparation
  • execute non-disclosure agreements (NDAs), terms and conditions, and modification requests; and settle disputes regarding
  • Subcontracts interpretation, conditions or compliance with legal requirements.
In addition, the Subcontracts manager will oversee the Subcontracts change process, develop strategies for negotiation in alignment with company objectives and lead negotiations for complex Subcontracts. They must also stay on top of new laws and proposed legislation, and interpret the potential impact on current and future Subcontracts. As needed, provide guidance on Subcontracts matters to project managers or other operational staff, including training to new project managers and other employees in Subcontracting practices and procedures. Ensure that signed Subcontracts are communicated to all relevant parties to provide Subcontracts visibility and awareness, interpretation to support implementation. Ensure Subcontracts close-out, extension or renewal
The Level 3 Subcontracts Manager shall have a Bachelor’s Degree in a business related field and twelve (12) years of experience as a program or project manager in managing projects and contracts of similar scope, type, and complexity is required.

Shall be knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and Intelligence Community Directive (ICD) 801 policies. PMP certification, FAC-P/PM Mid-Level certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management certification is desired, although not required.

Required Clearance: Candidate must have a TS/SCI polygraph clearance
