Assistant Chief Engineer

Position Summary:

ESSENTIAL FUNCTIONS

  • General responsibilities, as a skilled tradesman and focusing on building operations reactive and preventive maintenance, small project execution, energy management, client satisfaction, engineering staff supervision, training, subcontractor supervision, and budget control.
  • Assist the operations manager in the organization and management of all admin. functions related to the engineering department including budgeting and financial control, compliance with all applicable national and local codes and regulations, reporting on budgets, energy accounting, and productivity.
  • Construction coordination including contractor management and review, review of facility build out plans and pre-occupancy inspections.
  • Perform and/or direct the performance of all service requests including communicating with the FM Team as applicable to establish service request work priorities, insuring that work performed in the facility is accomplished with a minimum of disruption and is followed by adequate clean-up, overseeing the accurate and timely completion of service request forms, reviewing monthly service request summaries to pinpoint and correct reoccurring operational issues.
  • Assist in the formulation and implementation of the preventive maintenance program including scheduling of preventive maintenance with minimum disruption of building services
  • Insure the availability of an adequate operating inventory of tools and supplies including developing sources for stock materials
  • Assist in creating purchasing specifications and competitive bid analysis and assist the operations manager relative to monitoring the quality and pricing of maintenance work performed by outside contractors including insuring the timely performance of maintenance contract
  • Understand the engineering design and operational aspects of each building system, and immediately recognize and communicate to the operations manager, system shortcomings when they occur including monitoring the allocation of building system capability to various base building and Facility/Client needs, devising technical enhancements which will improve some aspect of building operation, identifying equipment, which may require replacement or reconditioning resulting in the need for owner's capital.
 
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
  • Working knowledge of computer applications including Word and Excel.
  • Valid Driver’s License.
 
SUPERVISORY RESPONSIBILITIES
  • Demonstrating the proper use and care of tools and instruments.
  • Giving “hands on” instruction in basic maintenance and trouble-shooting.
  • Developing work schedules.
  • Evaluating job performance.
  • Conducting progress reviews in conjunction with the FM and operations manager.
  • Recommending enrollment in relevant inside or outside courses as is permissible within the guidelines of the operating budget.
  • Instilling an overall professionalism in manner and appearance relative to the engineering staff.
  • Administrating and coordinating team training using a comprehensive training program.
 
COMPLIANCE
  • Maintain infrastructure/compliance documentation for the building including up-to-date building drawings and single-lines as well as documentation mandated for the purpose of maintaining regulatory compliance with Federal, State or Local law.
  • Compliance with national and local codes and regulations.
 
SAFETY
The individual is responsible for site safety, including the issuance, inventory and compliance control of Personal Protective Equipment, consistent with OSHA regulations and Jones Lang LaSalle Team Safety Policies.
  • Safe and efficient operation of the facilities including all building systems.
  • Implementing emergency procedures for the engineering team.
  • Government regulatory compliance, EPA/OSHA compliance, safety program, CFC handling, and other similar programs.
  • Training and notification to contractors so that they are informed and knowledgeable with respects to the building’s critical functions and the work they are to perform, including an incident contact response list.
  • Stewarding the Client behavior based safety program – Loss Prevention Systems:
  • Field “Walk Abouts” (i.e., SPSA discussions, Hazard IDs)
  • Developing LPO Schedules
  • Conducting investigations and completing reports of all O&M Near Losses and Losses
  • Complete Quality Reviews of O&M (i.e., Job Safety Analysis, Loss Prevention Observation)
  • Gathering KPI data and submitting to operations manager monthly
 
  • Collecting O&M employee hours and submitting to operations manager each month.
  • Scheduling for local site specific classes and certifications at safety councils.
  • Coordinating and escorting O&M minor subcontractors on site.
  • O&M chemical inventory including submission of new chemicals on site.
  • Managing Short Service Worker program in compliance with program directions.
  • Site inspection reports including vehicle, equipment, and storage
  • Gathering data and attending JLL and Client stewardship meetings monthly.
  • Client operational integrity management system.
 
PHYSICAL REQUIREMENTS
  • Stand for long periods of time
  • Walk, reach with hands/arms and kneel/crawl
  • Lift up to 10 – 100 lbs.
  • Close and distance vision/color vision
  • Work outdoors (possible extreme weather conditions)
  • Exposure to mechanical parts
  • Exposure to wet/humid conditions, toxic chemicals and extreme heat.
  • Risk of electrical shock and vibrations
 
MINIMUM REQUIRED EDUCATION
  • High School diploma or GED equivalent.
  • 5+ years related work experience, including supervisory experience.
